In order to safeguard the national strategic assets from hostile climbs of foreign subjects, in the context of the Covid-19 outbreak, the Law Decree no. 23 dated 8 April 2020 (so-called "Liquidity Decree") has introduced significant changes to the usual so-called “Golden Powers regime referred to in Law Decree no. 21/2012, aimed at extending the current instruments for monitoring and combating speculative and predatory transactions or other deals to avoid jeopardising general vital interests.
